The goal of this volume is to explore the social and political dynamics of rumor and the related concept of urban or contemporary legend. These forms of communication often appear in tandem with social problems, including riots, racial or political violence, and social and economic upheavals. The volume emphasizes the connection of rumor to a set of social concerns from government corruption and corporate scandal, to racial, religious, and other prejudices. Central to the dialogue are issues of truth, belief, history, public policy, and evidence. Rumor has been recognized as one of the most important contributing factors to violence and discrimination. Yet, despite its significance in exacerbating social discord and mistrust, little systematic scholarly attention has been paid to the political origins and consequences of rumor. Rumor is defined as a proposition for belief that is not backed by secure standards of evidence. Rumor can be traditional or not, and can be expressed as a simple claim of fact. In both instances groups of claim-makers, operating out of their own interests and with a set of resources, attempt to depict reality, and if possible, impact the future. The need for this book is underscored by changing patterns of technology. What in the past was grounded in face- to-face interaction is now often found on the Internet, which is a major source of rumor. An appreciation of how new electronic forms of communication affect communal belief is essential for explicating rumor dynamics. The volume is comprehensive. Essays cover race and ethnicity, migration and globalization, corporate malfeasance, and state and government corruption. While editors and contributors well appreciate the dynamic nature of rumors and legends, the high quality of the effort make it evident that the issues that are raised and reoccur will serve to channel and inspire research in this major field of communications research for years to come. Gary Alan Fine is professor of sociology at Northwestern University in Evanston, Illinois. Veronique Campion-Vincent is a folklorist at the Maison des Sciences de l'Homme, in Paris, France. Chip Heath is associate professor of organizational behavior in the Graduate School for Business at Stanford University in California. Each are accomplished authors and researchers--as are the participants in the volume itself.

The organization of the first Society for Applied Research in Memory and Cognition (SARMAC) conference centered around two specifically identifiable research topics -- autobiographical memory and eyewitness memory. These two areas -- long-time staples on the menu of investigators of memory in more natural settings -- differ on a variety of dimensions, perhaps most notably in their specific goals for scientific inquiry and application. For many questions about memory and cognition that are of interest to scientific psychology, there have been historical as well as rather arbitrary reasons for their assignment to the autobiographical or eyewitness memory fields. Perhaps as a result of differing historical orientations, the first volume's seven autobiographical memory chapters focus upon the qualities or types of recall from research participants, whereas the seven chapters in the eyewitness memory volume generally focus upon the quantity (a concern for completeness) and accuracy of recall. This interest in the ultimate end-product and its application within the legal process in general encourages eyewitness memory investigators to modify their testing procedures continually in an attempt to gain even more information from participants about an event. Indeed, several of the eyewitness memory chapters reflect such attempts. Beyond the specific contributions of each chapter to the literature on autobiographical and eyewitness memory, the editors hope that the reader will come away with some general observations: * the autobiographical and eyewitness memory fields are thriving; * these two fields are likely to remain center stage in the further investigation of memory in natural contexts; * although the autobiographical and eyewitness memory chapters have been segregated in these two volumes, the separation is often more arbitrary than real and connections between the two areas abound; * the two research traditions are entirely mindful of fundamental laboratory methods, research, and theory -- sometimes drawing their research inspirations from that quarter; and * the two fields -- though driven largely by everyday memory concerns -- can contribute to a more basic understanding of memory at both an empirical and a theoretical level.

For Cuba's supporters, health is the most commonly cited evidence of the socialist system's success. Even critics often concede that this is the country's saving grace. Cuba's health statistics are indeed extraordinary. This small island outperforms virtually all of its neighboring countries and all countries of the same level of economic development. Some of its health statistics rival wealthy industrialized countries. Moreover, these health outcomes have resulted against all odds. Setting out to unravel this puzzle, the author finds that Cuba possesses an unusually high level of popular participation and cooperation in the implementation of health policy. This has been achieved with the help of a longstanding government that prioritizes public health, and has enough political influence to compel the rest of the community to do the same. On the other hand, popular participation in decision-making regarding health policy is minimal, which contrasts with the image of popular participation often promoted. Political elites design and impose health policy, allowing little room for other health sector groups to meaningfully contribute to or protest official decisions. This is a problem because aspects of health care that are important to those who use the system or work within it can be neglected if they do not fit within official priorities. The author remains, overall, supportive of health achievement in Cuba. The country's preventive arrangements, its collective prioritization of key health areas, the improvements in public access to health services through the expansion of health facilities and the provision of free universal care are among the accomplishments that set it apart. The sustainability and progress of these achievements, however, must involve open recognition and public discussion of weaker aspects of the health system.

This is one of the few books dealing with regime theory to be written from a legal point of view. Jurgielewicz's book is part of an effort to promote interdisciplinary research on the nature of the international legal order.
